Should I resize by pixels or by percentage?

Use exact pixels when a platform gives you a hard requirement — a profile photo, a banner slot, a print size. Use the percentage buttons when you just need something smaller (or bigger) without a specific target — 50% is a common choice for shrinking a phone photo down before uploading it somewhere with a file size limit.
