What's the difference between the quality levels?
High Quality (~8 Mbps) preserves the most detail, Balanced (~4 Mbps, up to 1080p) is a good middle ground for most uses, and Smallest File (~1.5 Mbps, up to 720p) produces the smallest download.

Does compression also change the resolution?
